Wally Byers
International Judge
 

Wally Joined the Brighton Fire Company in 1968. As an active Firefighter he has also held many positions 1968. These positions included Lieutenant, Captain, Assistant Chief, Chief, Master Mechanic and Rescue Leader. Wally currently serves as a Fire Commissioner for the Brighton Fire District since 2006.  Wally was employed at the New York State Thruway Authority and  retired in 2008 after 37 years as a Highway Supervisor.  He started to attend extrication events in 1993 and began to participate in 1994. He was fortunate enough and has traveled to many events in the USA and Canada. He served as the teams Incident Commander in 1999 when Brighton won the International Event in Coral Gables.  Wally then began to shadow judge, moving to a Regional Judge and finally to an International Judge within the TERC organization.

Cecil Dixon
"Technical Judge"

Cecil joined the Enfield Volunteer Fire Department in 1979. He first became involved in Vehicle Extrication in 1998 at the first Atlantic Regional held in Nova Scotia, Canada. Since then he has competed & judged in many competitions across North America including Dallas, Texas, Calgary, Myrtle Beach, New York and Eastern Ontario and Atlantic Canada.
 

He has helped host many Atlantic Regional Competitions and was Chairman of the Committee that hosted the NAVRC in Enfield in 2012 and 2017. He was Head Judge for the 2019 NAVRC held in Halifax, Nova Scotia. He also participated on the Extrication Team in the 2022 Holmatro Rescue Challenge lnterschutz held in Hanover Germany and placed 5th in standings. He currently holds the currently holds the position of Safety Officer with the Enfield Volunteer Fire Department and Vice-Chair of TERC Canada.

Neil de Jesus

Chief Neal de Jesus began his fire service career 40 years ago as a Firefighter in Sarasota County, FL before moving on to Coral Gables where he held ranks ranging from Firefighter Paramedic to Fire Chief. After retiring Chief de Jesus spent several yea rs serving as a City Commissioner and President of The Diversified Group Consulting before returning to the Fire Service as Fire Chief and Executive Director of the Broward Sheriff's Office Fire Rescue and Emergency Services. After leaving BSOFR, Neal took helm as the Fire Chief for the City of Delray Beach Fire Rescue. After a year of serving as Fire Chiet Neal was appointed Interim City Manager for 13 months before returning to the position of Fire Chief. One year later he was asked to assume the role of Interim City Manager once again, this time for 14 months before again returning to Fire Chief. Chief de Jesus retired with 40 years of public service and has resumed the role of President and Managing Partner of Diversified Group Consulting, LLC,. The firm exists to provide professional support to city, county, state, and federal governments as well as Fire Rescue, Emergency Medical, Emergency Management, Law Enforcement and Detention, agencies in the areas of, but not limited to: Company Officer Development, Chief Officer Development, Leadership Development, Technical Rescue, Tactical Medical, Vehicle Extrication, Administrative Services, Human Resources, Organizational Assessment, Contract Negotiations, and Contract Management Additionally, as the principal of Diversified Group Consulting, Neal represents business owners, contractors and developers with Government and Fire Rescue related matters as well as policy development, vulnerability threat assessments, all hazard plans and risk management. Neal has served as Chair and member of many local, state, and national, committees, including: the State Emergency Response Team (SERTt the Florida State Fire College Technical Rescue Curriculum Review Committee, the Florida Fire Firefighters Employment Standards and Training Council, the International Association of Fire Chief1s (IAFC) Transportation Emergency Rescue Committee (TERC), the World Rescue Organization (WRO) the Broward County Ethics Commission, and the Broward League of Cities Training and Education Committee. the Broward County Planning Council, Broward County Consolidated Communications Committee, the Florida Bar Grievance Committee and the Management and Efficiency Study Committee. As a member of the Florida Fire Chiefs Association, he served as Southeastern Regional Director, 2nd Vice President, 1st Vice President. Before retiring, Chief de Jesus was elected to President of the Florida Fire Chiefs Association and as the President of the Fire Chiefs Association of Palm Beach County. Additionally, Neal is a member of the International Association of Fire Chiefs, the Metro Fire Chiefs' Association, Southeastern Association of Fire Chiefs and the National Society of Executive Fire Officers. Neal has attended Miami-Dade College, the University of Cincinnati, the University of Maryland, and the National Fire Academy where he graduated from the Executive Fire Officer Program in 1999. Neal has facilitated multiple courses on behalf of FFCA for the Emergency Services Leadership Institute throughout the State of Florida. He has also served as an Adjunct Instructor for Miami Dade Fire College, Miami Dade Medical College, Broward Fire Academy, and University of Miami Medical Training and Simulation Lab. Neal is also a presenter on leadership and organizational development at local, state, national and international conferences and symposiums in addition to teaching as a contract instructor for the Florida State Fire College.

Dave Dalrymple

David Dalrymple, AIETecRI is a Rescue Consultant/ Educator for RoadwayRescue LLC. He has been involved with Emergency Services for 41 years.

 

Dave has been actively teaching transportation rescue topics for over 27 years. He is the owner of Roadway Rescue LLC, a dynamic educational team for transportation rescue training. In 2007 he received the coveted Harvey Grant award for excellence in rescue education. Dave is also a member of the Society of Automotive Engineers (SAE) task force on Hybrids & Electric vehicles for first & second responders for the past 12 years.

 

Dave is the former Education Chair for TERC-US, a group who are tasked with providing educational guidance and assessment for extrication challenges in the United States. He is certified as an International level extrication assessor and has taught and assessed in North America, Europe, UK and South Africa.

 

Dave is actively involved in emergency response at performance rally events with American Rally Association. Dave is a member of the International Council on Motorsport Sciences. He has developed the Rally Safety educational program series.

 

Dave has developed & delivered educational programs, seminars as well as published articles on transportation rescue topics on a local, regional, national and international level. Dave is a contributing author for the Penwell Firefighter I & II textbook and has authored 3 seasons of extrication training minutes for Fire Engineering.com & has authored a 3 DVD educational series on vehicle rescue from Fire Engineering Books and Videos.
